Secretaries to the Governments (SGSs) of All Progressives Congress (APC)-governed states have agreed to enhance cooperation among different levels of government, advance administrative reforms, and expand the use of digital governance tools to improve policy coordination and public service delivery nationwide.
These decisions were outlined in a communiqué released at the end of the Progressive Governors Forum (PGF) Quarterly Strategy Meeting of Secretaries to the Governments of APC-Governed States, held from Thursday, October 30, to Friday, October 31, 2025, at Unity Hall, Government House, Asaba, Delta State.
The two-day meeting, hosted by the Delta State Government and organized by the PGF Secretariat, focused on the theme *“Strengthening Sub-National Governance Synergy for Effective Policy Coordination in APC-Governed States.”*
The meeting brought together Secretaries to the Governments, senior policy advisers, technocrats, and governance experts from various APC-led states to discuss strategies for aligning policies, improving coordination between state and federal governments, and speeding up development across the country.
In a communiqué jointly signed by all participants, the Secretaries to the Governments reaffirmed their vital role as key drivers of policy coordination, alignment, and implementation at the sub-national level. They highlighted the importance of strengthening the capacity of SGS offices to function as central hubs for coordinating state and federal programmes under President Bola Ahmed Tinubu’s *Renewed Hope Agenda.*
The forum praised President Tinubu and APC governors for their visionary leadership and steadfast commitment to good governance, reform, and national development.
Participants also stressed the need to adopt digital governance tools and implement broad administrative reforms to modernize the public service and boost efficiency.
They further agreed to exchange best practices, standardize administrative processes, and leverage technology-driven solutions that promote transparency, accountability, and data-based decision-making across APC-governed states.
The communiqué highlighted that adopting digital governance would enhance citizen participation, cut down bureaucratic delays, and make public institutions more responsive to development needs.
One of the major outcomes of the Asaba meeting was the approval of a unified Performance Management Framework to assess and monitor how effectively government programmes and policies are implemented at the state level. Developed in collaboration with the PGF Secretariat, the framework is designed to align state performance indicators with national priorities, ensuring measurable, results-driven progress across all APC-governed states.
The Secretaries also committed to maintaining peer learning platforms, evidence-based policy evaluations, and joint capacity-building initiatives to promote collaboration and innovation in governance.
They reiterated their dedication to advancing reforms aligned with President Tinubu’s *Renewed Hope Agenda*, emphasizing inclusive governance, sustainable development, and professionalism in public administration.
Delegates extended their gratitude to Governor Sheriff Oborevwori of Delta State for his warm hospitality and support in hosting the high-level policy retreat. They also praised the PGF Secretariat, under the leadership of Director-General Mr. Folorunsho Aluko, for its effective coordination and commitment to enhancing governance collaboration among APC-governed states.
At the end of the meeting, members unanimously agreed that Nasarawa State will host the next PGF Quarterly Strategy Meeting, set to take place in the first quarter of 2026.
