Delta Assembly Passes ₦1.664 Trillion 2026 Appropriation Bill for Committee Review 

The Delta State House of Assembly on Thursday passed the ₦1.664 trillion 2026 Appropriation Bill through its second reading, paving the way for a detailed review at the committee level.

The budget, presented to the House on Wednesday by Governor Sheriff Oborevwori, allocates ₦499 billion (30%) for recurrent expenditures and ₦1.165 trillion (70%) for capital projects. The bill had also cleared its first reading the day it was laid before the House.

During Thursday’s plenary, presided over by Speaker Rt. Hon. Emomotimi Dennis Guwor, lawmakers engaged in robust debate on the merits of the proposal and unanimously endorsed the fiscal plan. The motion for second reading was moved by House Leader Hon. Emeka Nwaobi and seconded by Deputy Leader Hon. Festus Okoh.

Speaking during the debate, Nwaobi described the appropriation, dubbed the “Budget of Accelerating the MORE Agenda,” as a strategic and development-oriented plan. He noted that it reflects Governor Oborevwori’s commitment to inclusive growth and was developed after extensive consultations with key stakeholders, including community leaders across the state. He urged for its prompt approval.

Deputy Speaker Rt. Hon. Arthur Akpowowo praised the administration for prioritizing infrastructure and the welfare of the people of Delta State, expressing confidence that the 2026 budget would spur “accelerated socioeconomic growth.” Several other lawmakers, including Hon. Oboro Preyor (Bomadi), Ferguson Onwo (Isoko South II), Charles Emetulu (Ndokwa West), Austin Uroye (Warri South I), Emeka Osamuta (Ndokwa East), Bridget Anyafulu (Oshimili South), and James Augoye (Okpe), lauded the Governor’s visionary leadership and adherence to the rule of law.

Lawmakers highlighted the significance of the 70% capital expenditure allocation, seeing it as a clear signal of the government’s commitment to an infrastructural transformation under the “Renewed Hope for MORE” agenda. They agreed that the proposed financial plan aligns with global best practices and would enhance democratic dividends across the state once passed.

Speaker Guwor subsequently referred the bill to the House Committee on Finance and Appropriations, chaired by Hon. Marilyn Okowa-Daramola, with all standing committees serving as sub-committees. In his remarks, the Speaker commended members for their contributions and urged committees to conduct a “thorough, transparent, and timely review” of the proposals. He added, “As you engage with Ministries, Departments, and Agencies (MDAs), ensure the focus remains on people-centered governance, accountability, and equitable development, so the budget translates into tangible infrastructure and social benefits.”

The Committee on Finance and Appropriations is expected to submit its report by December 9, 2025.
