The Head of Service of Delta State, Dr. Mininim Oseji, has appealed to organised labour in the state to exercise patience as the government works to address civil and public servants’ welfare concerns through structured mechanisms.
Dr. Oseji made the call yesterday Wednesday 4 February 2026 when she received the new leadership of the Trade Union Congress (TUC), Delta State Council, on a courtesy visit in Asaba.
She informed the union leaders of the establishment of a dedicated committee on Trade Unions, Professional Associations, and Other Personnel Matters, which she chairs and the committee convenes monthly to expedite decisions on workers’ welfare issues in a fair and transparent manner
According to the Delta State Head of Service, there is need to streamline decision-making processes and urged union members to follow up diligently on correspondences related to their demands.
She cautioned against actions that could disrupt government operations, emphasising the importance of sustained dialogue.
Dr Oseji commended the administration of Governor Rt Hon (Elder) Sheriff Oborevwori for several interventions aimed at cushioning the economic hardships faced by workers.
These include the payment of promotion arrears, implementation of a palliative roster, enforcement of the minimum wage, and the civil service agriculture programme designed to provide additional support.
She also outlined efforts by her office to revive key civil service traditions and enhance discipline, such as the return of the Bureaucrat Publication, Civil Service Week celebrations, Breakfast Dialogues, courtesy visits by retiring Permanent Secretaries, a revised dress code, and the reintroduction of time book records to monitor absenteeism and lateness.
Furthermore, Dr Oseji highlighted new initiatives under her leadership, including digitalisation efforts, capacity building programmes in agriculture, autism awareness, etiquette, grant writing, scholarships, estate management, and a forthcoming seminar on financial literacy. All are targeted at improving workers’ skills and overall welfare.
Responding, the TUC Delta State Chairman, Comrade Wilson Asekutu, commended Dr Oseji for her strides in repositioning the state’s public service.
He presented her with an award in recognition of her efforts and pledged the union’s commitment to constructive dialogue and partnership with the government.
The meeting underscored the ongoing collaboration between the state government and labour unions to foster a more efficient and worker-friendly civil service environment amid prevailing economic challenges.
