The Nigeria Union of Journalists (NUJ), Delta State Council, has called on Governor Sheriff Oborevwori to appoint substantive Permanent Secretaries, expressing concern over the continued absence of full appointments since the current administration began.
In a statement signed by Chairman Churchill Oyowe and Acting Secretary Josephine Omodior, the council acknowledged that while appointing Permanent Secretaries is the Governor’s prerogative, it remains essential for maintaining the structure and stability of the civil service.
The NUJ noted that many Ministries, Departments, and Agencies are currently being managed by officials in acting capacities a situation that has persisted since the administration took office. It added that several officers have served in acting roles without confirmation before leaving, while others remain in similar positions, creating uncertainty among senior civil servants.
According to the union, appointing substantive Permanent Secretaries would bring significant benefits, including improved administrative stability, stronger institutional memory, better accountability in policy implementation, and clearer leadership across MDAs. It would also boost morale by recognizing merit, experience, and years of service.
The statement further emphasized that making these appointments would address the drawbacks of prolonged acting roles, ensure continuity in governance, and uphold the professionalism associated with the Delta State Civil Service.
The NUJ therefore urged the Governor to fast-track the comprehensive appointment of Permanent Secretaries, noting that doing so would complement ongoing reforms and welfare initiatives introduced by the administration.
The council expressed confidence in the Governor’s leadership, highlighting his commitment to workers’ welfare and institutional development, and urged him to give the matter prompt attention in the interest of the public service.
At the same time, the NUJ commended the administration for its achievements in improving workers’ welfare. It praised the implementation of the ₦70,000 minimum wage, the payment of about ₦5.5 billion in promotion arrears, and the consistent and timely payment of salaries, all of which have boosted workers’ morale.
The union also acknowledged other supportive measures, including palliatives to ease the impact of subsidy removal, improved welfare allowances, enhanced loan packages, and the provision of official vehicles for senior civil servants to improve efficiency.
It concluded by reaffirming its support for policies that promote efficiency, professionalism, and good governance in Delta State.
