Delta Resident Identity Card Scheme set to redefine how citizens access government services – Hon. Odigie

The Delta Resident Identity Card Scheme, initiated by the Delta State Government aims to enhance the accessibility and security of government services for its citizens.

Announced in July 2025, the initiative is designed to streamline interactions between residents and government systems, improving efficiency and security in service delivery.

A high-level strategic session hosted by the Delta State Ministry of Science and Technology this week, highlighted the scheme’s potential to redefine service access by leveraging technology to verify identities and reduce bureaucratic hurdles.

Present at the session were key stakeholders from the Delta State Office of Security Matters, Office of the Secretary to the State Government (SSG), Ministry of Finance (HCF Representative), Sterling Bank PLC, The Ministry’s Permanent Secretary, ICT Department of the Ministry.

Together, they advanced conversations on implementing a smart identity solution that will enable seamless access to public services, support evidence-based planning through real-time data, deliver direct government benefits securely and transparently.

The transformative project, driven by the MORE Agenda of His Excellency, Governor Sheriff Oborevwori, has been said to be more than a digital card; it’s been described as a gateway to empowerment, inclusion, and smarter governance in Delta State.

As implementation draws nearer, the Ministry has stated that it remains committed to building a digitally empowered Delta where innovation works for everyone.

The Resident Identity Card Scheme is part of a broader effort to modernize identity management, ensuring residents can securely access various government services, such as healthcare, social welfare, and other public resources, through a single, unified identity card system.

While specific details about the implementation, such as enrollment processes or technological frameworks, remain limited in available information, the initiative aligns with global trends toward digital identity systems, similar to programs like the BC Services Card in British Columbia, which provides secure access to multiple government services with one card.

The scheme is expected to prioritize user convenience, security, and inclusivity, ensuring that residents, including those in marginalized communities, can efficiently access services.
