Delta Unifies Road Tax Enforcement, Begins Clampdown on Unauthorized Ticketing 

The Delta State Government has rolled out new regulatory measures to clamp down on illegal ticket sellers operating across the state, while also reaffirming the creation of a single Unified Taskforce on Road Taxes to streamline transport enforcement.

In a Special Government Announcement signed by Harold Ojji, the Directorate of Transport expressed concern over the growing activities of unauthorized and unidentified groups issuing illegal tickets, emblems, and aprons to commercial motorcycle (Okada) and tricycle (Keke) riders. The government made it clear that these groups are not recognized and have no authority to regulate the Motorcycle Operators Union of Nigeria (MOUN) or the Tricycle Owners Association of Nigeria (TOAN).

According to the Directorate, only the Delta State Government acting through the Directorate of Transport has the legal mandate to organize, supervise, and regulate Okada and Keke operations. It warned that anyone caught selling unauthorized tickets will be arrested and prosecuted.

In a related announcement, the government confirmed that the state operates a single Unified Taskforce on Road Taxes, with Ogeys Multi–Global Ventures serving as the sole approved consultant for enforcement under the Board of Internal Revenue Service (BIRS) Code.

The Unified Consultant is responsible for coordinating taskforce activities, promoting transparency, reducing violations, and ensuring a more orderly approach to road tax enforcement statewide. The consultant will also work with a mobile court to prosecute offenders and must submit monthly operational reports to the Transportation Data Management Department.

The taskforce’s enforcement duties cover a wide range of issues, including the illegal use of government number plates, unlicensed dispatch riders, haulage permits, smoke emission waivers, driver and conductor badges, illegal parking, color code offences, motorcycles and tricycles operating on highways, heavy-duty vehicle permits, route violations, road maintenance compliance, overloading, and QR code identification permits.

The government urged all existing transport consultants to fully cooperate with the Unified Consultant to ensure consistent, transparent, and efficient enforcement across Delta State.
