Governor Oborevwori requests higher derivation, state police, power devolution in constitution review

Governor Sheriff Oborevwori of Delta State has called for an extensive overhaul of the 1999 Constitution to reflect equity, true federalism, and national stability.

At the House of Representatives Constitution Review Public Hearing in Yenagoa, Bayelsa State, Oborevwori represented by his Deputy, Sir Monday Onyeme, highlighted key proposals from Delta State which include:

Increased Derivation & Fiscal Federalism – raising the derivation formula to allow oil and mineral producing states retain more revenue. Ensure a transparent revenue sharing model that reflects each state’s contribution and needs. Constitutionally guarantee host communities’ rights and enforce mandatory environmental remediation.

Maritime Matters – transfer maritime issues from the Exclusive List to the Concurrent List. Empower states to legislate on maritime affairs to boost coastal economy, investment, and security.

Local Government Autonomy – support full administrative and financial autonomy for LGAs to improve grassroots development.

State Police – back the creation of state police to address local security needs, improve intelligence, and enhance community safety.

Devolution of Powers – transfer more powers to states.

Environmental Justice – enshrine the right to a clean environment. Make remediation by polluters mandatory and provide legal redress for affected communities.

Judicial Reforms – ensure quicker access to justice, stronger judicial independence, and full respect for the rule of law.

Transparent Review & Implementation – include clear implementation timelines and accountability structures. Provide legal clarity to uphold equity and the rule of law.

Governor Oborevwori described the review as a “historic opportunity” to rebuild Nigeria’s constitutional foundation in line with the people’s aspirations.

The Bayelsa State Governor, Sen. Douye Diri, emphasized local resource control, while Committee Chairman, Rt. Hon. Julius Ihonvbere urged citizens to actively shape the process.
