Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Dennis Guwor, has reaffirmed his commitment to the welfare and professional development of management and staff of the legislature, describing them as the backbone of the institution’s success.
The Speaker gave the assurance during a strategic meeting with top management staff of the House, led by the Clerk, Barr. Otto Aghoghophia, at the Assembly Complex on Wednesday 14 January in Asaba.
The engagement forms part of the work plan for the new year 2026. Rt. Hon. Guwor stressed that the leadership of the 8th Assembly fully recognises the pivotal role of staff in driving legislative excellence and institutional stability.
“The workforce remains the backbone of the legislature. As leaders, we are fully aware that the success story of the Delta State House of Assembly is incomplete without the dedication and professionalism of our staff,” he said.
He pledged continued prioritisation of staff welfare, including the creation of platforms for ongoing training and retraining to enhance service delivery and foster institutional growth.
“We are committed to building a dynamic, knowledgeable, and motivated workforce. Continuous training and retraining of staff will remain a priority as we work towards positioning the Delta State Legislature on the path of consistent growth and excellence,” the Speaker added.
Rt. Hon. Guwor assured that concerns raised by the Clerk on staff welfare would be given prompt attention, emphasising the leadership’s openness to constructive dialogue to improve working conditions, in line with available resources and regulations.

Responding, the Clerk, Barr. Otto Aghoghophia, commended the Speaker and Governor Rt. Hon. Sheriff Oborevwori for the implementation of the Consolidated Legislative Salary Structure (CONLESS), describing it as a landmark achievement that has boosted staff morale.
He also appreciated the consistent support and training opportunities provided since the inauguration of the 8th Assembly.
However, the Clerk appealed for favourable consideration of long-standing requests, including the implementation of housing and car loan schemes for staff, as well as an upward review of monthly imprest to enhance operational efficiency.
“What staff needs is welfare, and your leadership has been on top of it. I want to assure you that all the staff of the State Legislature are happy with your leadership and will continue to support you to achieve more. You are indeed a Child of Destiny,” Aghoghophia declared.
The meeting underscored the collaborative spirit between the leadership and workforce as the House seeks to sustain productivity in the coming year.
