General of the Delta State Bureau for Communications and Orientation, Dr. Fred Latimore Oghenesivbe, has credited Governor Sheriff Oborevwori’s administration with delivering transformational reforms that are reshaping Delta State’s economy and human capital development.
Speaking to journalists at the Nigerian Army Resource Centre, Abuja, during the inauguration of new Governing Council members of the Chartered Institute of Information and Strategy Management (CIISM), Oghenesivbe said the governor’s deliberate focus on non-oil sector growth has positioned Delta as Nigeria’s fourth-largest economy.
He explained that the state government is sustaining investments in youth empowerment through sports, digital innovation, vocational training, and communication skills development for media professionals and government spokespersons.
Highlighting the administration’s commitment to capacity building, Oghenesivbe announced the approval of the 6th edition of the Delta Strategic Communication Workshop (Delcom), which will train 150 political appointees and media partners across the state’s three senatorial districts.
Professor Joyce Ogwezi, Head of Mass Communication Department at Dennis Osadebay University, has been appointed Chief Trainer for the 2025 edition.
Oghenesivbe was honoured with the Award of Professional Excellence and Leadership by CIISM for his outstanding contributions to strategic communication and information management. The recognition was presented by His Royal Majesty, Dr. Richard Oghenevwogaga Ebelle, the Ovie of Agbarha-Otor Kingdom, who praised his consistency and professionalism spanning over two decades.
CIISM President, Ambassador Dr. (Mrs.) Oritseweyinmi Temile, described Oghenesivbe as “a highly proactive communication strategist whose expertise has elevated both the Institute and Delta State,” while Registrar Dr. Adelanke Oyintoke commended his creativity and commitment to credible information dissemination.
The Bureau DG was also re-elected as a Governing Council member and Head of the Institute’s Media and Communications Unit for another two-year term, extending his service to four years in the role.
