Permanent Secretary Ministry of Works Retires

Delta State Head of Service, Dr. Mininim Oseji, has lauded retiring Permanent Secretary in the Ministry of Works (Highways and Urban Roads), Engr. Dr. (Mrs.) Juliet Aboloje, for her exemplary 28-year career in the state civil service.

The commendation came during a pre-retirement courtesy visit by Engr. Aboloje to the Head of Service’s office in Asaba, just hours before her official disengagement from service on February 2, 2026.

Dr. Oseji, expressing gratitude to God for a successful tenure, highlighted Aboloje’s recent elevation to Permanent Secretary by Governor Rt. Hon. (Elder) Sheriff Oborevwori on December 17, 2025 – a fitting capstone to decades of dedication.

She advised the retiree to embrace well-earned rest before venturing into new pursuits now made possible by her vast professional expertise, unencumbered by civil service rules.

The Head of Service specially praised Aboloje for authoring and submitting a Standard Operating Procedure (SOP) for monitoring and certification of road projects. Oseji noted that the SOP would institutionalise transparency and accountability in infrastructure delivery, directly supporting Governor Oborevwori’s Renewed Hope for M.O.R.E. Agenda.

In her valedictory remarks, Engr. Aboloje thanked the state government and Dr. Oseji for the privilege of serving for nearly three decades. She credited the HOS’s inspiring leadership for enabling her to shape and execute policies that drove Delta’s progress.

Aboloje reaffirmed her lifelong commitment to the state, vowing to avail her experience for advisory and mentorship roles in the future.

Key infrastructure projects overseen during her tenure include the iconic P.T.I Flyover and the Trans-Warri-Ode-Itsekiri Bridge.

Permanent Secretary in the Ministry of Finance, Dr. Ngozi Mogbolu, added her voice, congratulating Aboloje on a deserving retirement and urging her to channel her rich expertise into fresh endeavours.

The occasion attracted other top officials, including Mr. Fred Yoro (State Civil Service Commission), Mr. Wilson Chukwuma (Office of the Head of Service), acting Permanent Secretary (Establishments and Pensions) Mr. Kingsley Olomukoro, and Director of Personnel Management (Senior) Mr. Williams Ogolokpe.
