The International Human Rights Commission (IHRC) has praised the Deputy Controller of Corrections at the Warri Medium Security Custodial Centre, Mr. Richard Egbede, for upholding international human rights standards and leading efforts to maintain a humane, reform-oriented correctional system.
The commendation, published on the IHRC website, followed an independent inspection carried out by the South-South Regional Coordinator of the IHRC Special Monitoring Mission (SMM), Comrade Fidelis Onakpoma. The visit was part of the organisation’s ongoing nationwide review of human rights compliance in correctional centres.
The IHRC explained that the mission was carried out on the orders of its Ambassador-at-Large and Head of Mission in Nigeria, H.E. Ambassador Dr. Duru Hezekiah, and supervised by the SMM National Coordinator, Engr. Comrade Elijah Vitus Echendu. It added that the assessment aligns with its long-standing partnership with the Nigerian Correctional Service (NCoS) to improve the protection of inmates’ rights across the country.
During the visit, the IHRC’s Delta State Monitoring Official, Comrade Francis Uwa, applauded DCC Egbede for running a facility that prioritises dignity, fairness, and rehabilitation. He noted that the Warri custodial centre demonstrates that “correction and compassion can go hand in hand when guided by international standards,” and described Egbede as an example of the kind of principled leadership needed in correctional centres nationwide.
Similarly, SMM National Coordinator Engr. Comrade Elijah Vitus Echendu said Egbede embodies the type of leadership IHRC would like to see replicated across Nigeria. He stressed that correctional work is not just about enforcing punishment but also about protecting human dignity.
Ambassador Hezekiah, who approved the monitoring report, also commended the Nigerian Correctional Service for creating an environment that supports professionalism, empathy, and accountability among its officers.
The IHRC further acknowledged the contributions of the Controller-General of the Nigerian Correctional Service, the Delta State Controller of Corrections, Sylvester Ndidi Nwakuche, MFR, mni, and Mr. Raymond Nwagu, whose support has helped deepen transparency and strengthen rehabilitation-focused correctional administration.
Reiterating its commitment to promoting human rights in correctional facilities, the IHRC announced plans to extend its monitoring activities under the Correctional Human Rights Strengthening Project (CHRSP), its flagship programme dedicated to improving humane correctional practices and driving systemic reforms.
The organisation added that the Warri monitoring mission is part of its broader effort to build a humane and rights-compliant correctional system across Nigeria.
