Delta Assembly Set to Hold Public Hearing on Landlord–Tenant Control Bill

The Delta State House of Assembly has scheduled a public hearing for the proposed Landlord and Tenant Control Bill, aimed at repealing the existing Rent Control Law of 1977 and replacing it with a more modern and inclusive legal framework for housing and tenancy relations in the state.

The public hearing is slated for Tuesday, October 28, 2025, at 11:00 a.m. in the Press Centre of the State Assembly Complex, Asaba.

The session is expected to attract key stakeholders across the housing and property sector as lawmakers seek broad-based contributions to ensure the bill reflects contemporary realities, protects rights, and promotes fairness.

According to the announcement from the House Committee on Housing, Women Affairs, and Girl Child Entrepreneur, stakeholders are invited to make written or oral submissions at the forum. Those expected to participate include real estate developers, landlords, tenants’ associations, relevant ministries and agencies, legal practitioners, property managers, professional bodies, and members of the general public with vested interest in landlord–tenant relations.

Prospective contributors submitting memoranda are advised to address them to the Chairman of the House Committee, while individuals and groups wishing to speak at the hearing are requested to contact the Committee Clerk, Mrs. Esther Ezeocha-Ekwuaja, ahead of the engagement.

The proposed Landlord and Tenant Law, 2025, seeks to introduce clearer dispute resolution channels, strengthen tenant protection against arbitrary eviction, define maintenance responsibilities, and ensure fairness in rent agreements.

Lawmakers say the bill is part of ongoing efforts to modernize the legal framework governing housing in the state, enhance investor confidence, and minimize frequent tenancy disputes.

The hearing is regarded as a crucial step in shaping a balanced law that safeguards both landlords’ interests and tenants’ welfare, while supporting the state’s broader urban development and housing policy objectives.
