Guwor reaffirms continued legislative reforms as Assembly marks its second anniversary

Speaker, Delta State House of Assembly, Rt. Hon. Guwor Emomotimi Dennis, has reaffirmed the Assembly’s commitment to delivering quality legislation, effective oversight, and robust representation as the 8th Assembly marks its second anniversary.

Speaking during a press briefing at the Assembly Press Centre in Asaba on Thursday, exactly two years after the inauguration of the 8th Assembly on June 13, 2023.

It marked the official kickoff of activities to commemorate the milestone.

In his address, the Speaker stated that the Assembly has remained committed to its core responsibilities of lawmaking, representation, and oversight.

He emphasized that the 8th Assembly’s legislative agenda, titled “Our Bond with Deltans,”has guided its focus on transparency, accountability, and development.

Hon Guwor stated that during the second session, the Assembly received 16 bills, eight executive and eight private member bills.

Seven of these were passed and six signed into law, while eight remain under consideration. Nine additional bills from the first session were also assented to within the review period.

Delta State Electricity Power Sector Law, 2024
Delta State Child Rights (Amendment) Law, 2024
Delta State Human Trafficking (Prohibition) Law, 2024
Special Offences Court (Amendment) Law, 2024
Delta State Film and Video Censor’s Board Law, 2024

In collaboration with the Executive, the Assembly scrutinized and passed the 2025 Appropriation Bill and supplementary laws to fund development across all 29 constituencies, in line with the Governor’s M.O.R.E Agenda.

Guwor also announced extensive training programs for lawmakers, aides, and staff, and lauded the Governor’s approval of CONLESS for legislative staff, which he said has boosted staff morale and efficiency.

On security, Guwor said the House is working on amending the Community Security Corps Agency Law to allow local intelligence recruitment. He also appealed for calm over ward delineation issues in Warri, urging unity among ethnic groups.

As part of the anniversary celebrations, a novelty football match between the Assembly and the State Executive Council is scheduled for June 21 at Stephen Keshi Stadium, with a thanksgiving service at the Redeemed Christian Church of God behind the junior legislative quarters and reception at the legislative quarters planned for June 22 in Asaba.
