The Chairman of the Conference of Speakers of State Legislatures in Nigeria and Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Dennis Guwor has congratulated former Delta State Deputy Governor, Deacon Kingsley Burutu Otuaro, on his birthday anniversary.
In a message released Thursday, 16 April, 2026, in Asaba by his Chief Press Secretary, Nkem Nwaeke, Speaker Guwor described Deacon Otuaro as a leader of uncommon humility, a man of deep faith, and a worthy ambassador of Delta State, particularly the Ijaw nation.
Guwor said Otuaro’s eight-year tenure as Deputy Governor was defined by unwavering loyalty, stability and quiet but impactful contributions to governance.
“Today, I celebrate a wonderful boss, mentor, and statesman whose life continues to speak. Your Excellency, Deacon Kingsley Burutu Otuaro, your brand of leadership anchored on godliness, patience, and service to others remains a model for those of us you raised,” the Speaker said.
While recalling Otuaro’s pivotal role in peace-building efforts across the Niger Delta, the Delta State speaker said his bridge-building approach to politics and the constant counsel he offered to young leaders in the riverine communities are values that have shaped his own journey in public service.
