Delta HoS Cracks Down on Lateness and Absenteeism

In a bid to enforce discipline in the state civil service, the Delta State Head of Service, Dr. Mininim Oseji, on Wednesday 15 April 2026 conducted an unannounced monitoring visit to key government establishments, checking compliance with circulars on punctuality and attendance.

Accompanied by the Permanent Secretary in her office, Mr. Wilson Chukwuka, Special Assistant on Entertainment, Mrs. Clementina Chinweokwu, and Administrative Officer, Mr. Felix Commander, Dr. Oseji stormed the Directorate of Culture and Tourism, the Rural Development Agency (RDA), and the Nigerian National Volunteer Service (NNVS).

At each location, the team meticulously examined time books, recording the names of staff who had signed in by the time of their arrival.

Dr. Oseji while demanding accountability, directed the Permanent Secretary of the Directorate of Culture and Tourism and the General Manager of the RDA to submit their rosters in order for those found to have been absent or late despite being scheduled for duty face to stern disciplinary action.

At the NNVS, Dr. Oseji while expressing strong displeasure over the absence of a current time book in the Coordinator’s office was shocked to discover that all pages from the previous time book had been torn out.

The HoS extended her assessment to the Governor’s Office Library located at the old Secretariat where she observed that the facility requires urgent structural renovation and modern furnishing to transform it into a functional hub for public servants.

According to her, a revamped library would serve as an organised, curated collection of information resources for staff to consult or borrow, act as an archive for vital documents such as pension records, and even double as a Public Service Museum.

Dr. Oseji sai that the upgraded facility could host book reviews and other literacy events to promote knowledge sharing among civil servants.

She added that the exercise was in line with Governor Sheriff Oborevwori’s mandate to tackle perennial issues of absenteeism, lateness, and part of broader reforms aimed at improving efficiency and service delivery.
