Speaker Guwor Storms Health Budget Defence, Charges Committees on People-Centred Scrutiny

In a rare show of leadership solidarity, the Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Dennis Guwor, on Tuesday 2nd December made a surprise appearance at the ongoing 2026 budget defence session of the House Committee on Health, urging members to remain steadfast in delivering people-centred governance.

The Speaker, who briefly observed proceedings at the Assembly Complex in Asaba, praised the committee, chaired by Hon. Ferguson Onwo, for its rigorous scrutiny of the health sector proposals, describing the exercise as critical to ensuring accountability and equitable development across the state.

“I decided to come and encourage you personally. I am glad to see the Chairman and members digging deep into the 2026 budget with the MDAs under your oversight,” Rt. Hon. Guwor told the visibly elated lawmakers.

He reiterated the 8th Assembly’s commitment to the early passage of the Appropriation Bill, assuring continued collaboration with the Executive arm to transform the budget estimates into tangible infrastructure and social amenities for Deltans.

Responding, Hon. Ferguson Onwo described the Speaker’s visit as “a huge morale booster,” adding that it underscored the leadership’s dedication to transparency and good governance.

Onwo assured the Speaker that the committee would conduct a thorough, transparent, and expeditious review of all health-related proposals, insisting that “every line in the 2026 budget is a promise to the people of Delta State, not just a figure.”

Earlier, the committee chairman had reminded Ministries, Departments and Agencies (MDAs) that every naira must align with Governor Rt. Hon. Sheriff Oborevwori’s “Budget of Accelerating the MORE Agenda,” with particular emphasis on translating allocations into improved healthcare delivery.

The Speaker also made similar surprise appearances at the budget defence session of the Committee on Establishment, Ethics and Privileges chaired by Hon. Dafe Emakpor.
